発表要旨

The Hanshin Earthquake has caused the many victims of foreigners. The education for the prevention of disasters which was suggested for the foreign people was the offer of information by the television or radio in various languages. However, some examples of public relations which was provided soon after the Hanshin Earthquake raised some questions to the ways of the broadcasting or offer of information for the vulnerable people such as foreigners, handicapped people, or siniors. For the foreigners who suffer some barriers such as language, law or social factors like prejudice or discrimination, ethnic media by some ethnic groups in various languages made political functions such as mutual support or unity of minorities. There is an intimate linkage between ethnic media and ordinaly life of the people which is lacked in large scale Mass media which has divided function. In the rapid extention of internationalization of the people and the begining of "co-life society", we will introduce the role of the multiple media including town magazine for foreigners.

阪神大震災は多数の外国人被災者を生んだ。
しかし、日本に滞在する外国人をはじめ、障害者や高齢者など「災害弱者」に対する、阪神大震災直後の情報提供の事例は、災害時の報道や広報のありかたに一石を投じるものであった。
言語や法の壁、偏見や差別といった社会的要素も加わって、困難がいっそう大きなものとなりがちな外国人にとって、危機のもとでの相互扶助や、孤立しがちなマイノリティー集団といった政治的機能を果たしたものに、各民族団体や各国言語によるエスニックメディアがあった。大規模で機能の分化したマスメディアにはない、生活との強い結び付きがエスニックメディアにはある。
人の国際化が急速に拡大し、始まりつつある「共生社会」の中での、外国人生活情報雑誌を含む多元的メディアの果たす役割について、阪神大震災における新規来住外国人のメディアの対応を中心に、その事例を紹介する。
